Minimum ANT III.
Onboard experience is a must.
Placement: Balikpapan, East Kalimantan.
Certified in ISM Code, ISPS, MARPOL, and SOLAS implementation (highly preferred).

Tugas & Tanggung Jawab

Safety Management & Compliance: Ensure all vessels comply with ISM Code, ISPS, MARPOL, SOLAS, and company safety standards. Maintain and update the Ship Safety Management System (SMS). Conduct vessel safety audits, site inspections, and participate in internal/external audits. Monitor safety performance indicators and safety KPIs of the fleet.
Incident Management: Lead incident and near-miss investigations; prepare detailed reports with corrective and preventive actions. Monitor implementation of safety recommendations on all vessels. Conduct root cause analyses to prevent reoccurrence.
Training & Crew Competency: Provide training and safety briefings to ship crews (toolbox meeting, emergency drills, PPE usage). Ensure crew are familiar with SMS procedures and onboard risk control systems. Evaluate safety performance and competency of crew members.
Risk Management: Identify hazards and operational risks in tugboat and vessel operations (towing, mooring, maneuvering, cargo handling). Develop and implement mitigation measures. Support risk assessments for new routes, new vessels, or new client operations.
Emergency Response: Participate in the company’s Emergency Response Team (ERT). Ensure vessels conduct regular emergency drills (fire, abandon ship, man overboard, etc.). Coordinate emergency actions between the vessel and shore.
Reporting & Documentation: Prepare regular safety performance reports (monthly/quarterly). Maintain accurate safety documentation in accordance with ISM/ISPS standards. Track and update safety KPIs, audit findings, and compliance records.
Coordination & Communication: Act as the liaison between Vessel crew & captains, Management team, Clients, Regulatory bodies (Flag State, PSC, Class). Provide guidance on safety improvements and regulatory changes.

Harus punya keterampilan:

Strong understanding of: International Safety Management (ISM) Code, International Ship and Port Facility Security (ISPS) Code, MARPOL, SOLAS regulations, Marine operational hazards & risk assessments, Tugboat and cargo vessel operations (towing, maneuvering, mooring, navigation).
Skilled in: Hazard identification (HAZID), Accident/incident investigation, Safety performance reporting, Emergency response planning.
Good English communication skills (written & spoken)
