Bachelor's Degree (S1) in Occupational Health and Safety (OHS/K3), Environmental Engineering, Mechanical Engineering, Chemical Engineering, Civil Engineering, Industrial Engineering, Petroleum Engineering, Marine Engineering, Process Engineering, or another relevant Engineering discipline.
Minimum 5 years of relevant experience as an HSE Engineer, HSE Coordinator, Safety Engineer, Process Safety Engineer, or similar position within the Oil & Gas, EPC, EPCI, Offshore, LNG, Petrochemical, Refinery, Power Plant, or Heavy Construction industries.
Possess a valid General Occupational Safety and Health Expert (AK3 Umum) certification. AK3 Migas certification will be highly preferred.
Additional professional certifications, such as NEBOSH International General Certificate or Diploma, IOSH Managing Safely, ISO 45001:2018 Internal Auditor or Lead Auditor, ISO 14001:2015 Internal Auditor or Lead Auditor, Incident Investigation, HAZID, HAZOP, Risk Assessment, Fire Fighting, Emergency Response, Working at Height, Confined Space Entry, Permit to Work (PTW), Lifting & Rigging, Process Safety Management (PSM), or OPITO offshore certification, will be considered a strong advantage.
Willing to travel or be assigned to project sites across Indonesia.

Tugas & Tanggung Jawab
Develop, implement, and continuously improve Health, Safety, and Environment (HSE) engineering systems, procedures, standards, and technical documentation for Oil & Gas projects in accordance with company policies, client specifications, Indonesian regulations, and international best practices.
Conduct Hazard Identification, Risk Assessment and Determining Control (HIRADC), Hazard Identification Studies (HAZID), Hazard and Operability Studies (HAZOP), Job Safety Analysis (JSA), and other technical risk assessments during engineering, construction, commissioning, and operational phases.
Prepare and review HSE engineering deliverables, including HSE Plans, Environmental Management Plans, Risk Registers, Emergency Response Plans, Safety Philosophies, Technical Safety Studies, and project HSE procedures.
Provide technical HSE support to Engineering, Procurement, Construction, Commissioning, Operations, and Project Management teams to ensure effective risk control throughout all project phases.
Review engineering designs, construction methodologies, lifting plans, temporary works, method statements, and Permit to Work (PTW) documentation to ensure compliance with HSE requirements and risk mitigation measures.
Monitor project HSE performance through inspections, audits, compliance assessments, statistical analysis, and KPI reporting, recommending continuous improvements where necessary.
Investigate incidents, near misses, process safety events, and environmental incidents by conducting Root Cause Analysis (RCA) and developing effective corrective and preventive actions.
Coordinate emergency preparedness activities, emergency response planning, drills, and crisis management programs to ensure project readiness.
Support internal and external HSE audits, client inspections, regulatory assessments, and certification activities while ensuring timely closure of corrective actions.
Promote a proactive safety culture through technical coaching, HSE awareness initiatives, lessons learned, and continuous improvement programs across all project disciplines.
Harus punya keterampilan:
Comprehensive knowledge of Indonesian Occupational Health and Safety regulations, Ministry of Manpower regulations, Oil & Gas safety regulations, SMK3, ISO 45001:2018, ISO 14001:2015, Process Safety Management (PSM), and international industry standards, including IOGP, API, OSHA, and client-specific HSE requirements.
Strong understanding of Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), HAZID, HAZOP, Permit to Work (PTW), Management of Change (MOC), SIMOPS, Behavior-Based Safety (BBS), Incident Investigation, Root Cause Analysis (RCA), and Emergency Response Planning.
Proficient in Microsoft Office applications and HSE reporting systems. Experience with engineering software, Power BI, or risk assessment software will be an advantage.
Excellent English communication skills, both written and spoken.
Strong analytical, coordination, technical writing, presentation, and stakeholder management skills.
