Bachelor’s degree in Occupational Health & Safety, Environmental Science, Aquaculture, Biology, Engineering, or related field.
Minimum 7–10 years of HSE experience, preferably in aquaculture, food processing, marine operations, agriculture, or related industries.
Professional HSE certifications are preferred:
NEBOSH IGC / Diploma.
IOSH.
Indonesian AK3 Umum / K3 certifications (if applicable).

Tugas & Tanggung Jawab
HSE Strategy & System Management:
Develop, implement, and sustain the company’s HSE policies and management system aligned with aquaculture industry standards.
Lead the implementation of ISO 45001, ISO 14001, ASC, GAP, and sustainability frameworks.
Establish HSE objectives, KPIs, and continuous improvement programs.
Operational Safety & Compliance:
Monitor and ensure compliance with national regulations regarding worker safety, environment, waste disposal, and water quality.
Evaluate safety risks associated with hatchery operations, ponds, fish handling, machinery, chemical use, and processing equipment.
Oversee the implementation of biosecurity protocols, including disease prevention and control measures.
Conduct routine site inspections across farm clusters and processing facilities.
Environmental Management:
Manage waste, water discharge, and effluent treatment in line with environmental standards.
Oversee environmental monitoring programs (water quality, sediment, biodiversity).
Ensure sustainable aquaculture practices and support ESG initiatives.
Implement programs to reduce environmental impact, including chemical usage, energy consumption, and pollution.
Safety Training & Awareness:
Develop and deliver HSE training programs for workers, technicians, supervisors, and farm teams.
Ensure competency in emergency response, chemical handling, PPE use, and safe machine operation.
Promote a strong safety culture across all work sites.
Incident & Emergency Management:
Lead incident investigations and develop corrective and preventive actions (CAPA).
Maintain emergency response plans for disease outbreaks, chemical spills, and natural hazards.
Conduct emergency drills and coordinate with external emergency services.
Reporting & Documentation:
Maintain accurate HSE records, permits, audit findings, and compliance documentation.
Prepare monthly and annual HSE performance reports for management.
Monitor HSE KPI achievements and recommend improvement plans.

Technical Skills:
HSE Management Systems (HSE-MS) development and implementation.
Aquaculture safety & environmental compliance (biosecurity, water quality, fish handling).
Risk assessment (HIRADC), JSA, environmental impact analysis.
Emergency response planning & crisis management.
Incident reporting, root cause analysis (RCA), corrective actions.
Chemical safety, waste management, hazardous materials handling.
Internal & external HSE audit management.
Knowledge of water treatment, feed production safety, and cold chain operations.
Soft Skills:
Strong leadership and team development.
Communication and ability to influence across all levels.
Problem solving and analytical thinking.
High safety mindset and integrity.
Adaptability to field operations (ponds, hatchery, farm sites).
