Bachelor's Degree (S1) or Diploma (D3/D4) in Occupational Health and Safety (OHS/K3), Civil Engineering, Mechanical Engineering, Industrial Engineering, Construction Engineering, Environmental Engineering, or other related disciplines.
Minimum 3 years of relevant experience for the HSE Officer position or a minimum of 5 years of experience for the HSE Supervisor position within the Oil & Gas, EPC, EPCI, Offshore, Petrochemical, Refinery, LNG, Shipyard, Heavy Construction, or Industrial Plant sectors.
Must possess a valid General Occupational Safety and Health Expert (AK3 Umum) certification. AK3 Migas certification will be highly preferred.
Must possess a valid Scaffolding Inspector certification issued by an authorized institution. Advanced Scaffold Inspector or CISRS Scaffold Inspector certification will be considered an advantage.
Additional certifications, such as Working at Height, Fall Protection, NEBOSH International General Certificate, IOSH Managing Safely, ISO 45001:2018 Internal Auditor, First Aid (P3K), Fire Fighting, Confined Space Entry, Permit to Work (PTW), Lifting & Rigging, Incident Investigation, H2S Awareness, or OPITO offshore certification, will be highly preferred.
Experienced in conducting scaffold inspections, HSE audits, safety patrols, toolbox meetings, Permit to Work (PTW) verification, hazard identification, and incident investigations.
Willing to travel or be assigned to project sites across Indonesia.

Tugas & Tanggung Jawab
Inspect scaffold structures before initial use, after modification, following adverse weather conditions, and at scheduled intervals to ensure compliance with applicable standards, client specifications, and project requirements.
Verify that scaffold erection, alteration, and dismantling activities are performed by competent personnel using approved procedures and safe work practices.
Ensure scaffold inspection tags, certification status, load classifications, and access systems are properly maintained and clearly displayed before scaffolds are released for use.
Conduct routine HSE inspections, safety patrols, workplace observations, and compliance monitoring to identify unsafe conditions, unsafe acts, and potential hazards associated with scaffolding and other high-risk activities.
Review Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), lifting plans, Working at Height procedures, and Permit to Work (PTW) documentation before work begins.
Provide Safety Induction programs, Toolbox Talks, coaching sessions, and safety awareness campaigns related to scaffolding safety, fall protection, and safe access systems.
Investigate incidents, near misses, scaffold failures, and unsafe conditions, conduct Root Cause Analysis (RCA), and recommend effective corrective and preventive actions.
Prepare daily, weekly, and monthly HSE reports, scaffold inspection records, compliance reports, audit findings, safety statistics, and corrective action tracking for project management and client representatives.
Coordinate with Construction, Engineering, Scaffold Supervisors, Contractors, Project Management, and Client Representatives to ensure all scaffolding activities comply with project HSE requirements and industry best practices.
Support internal and external HSE audits, client inspections, and regulatory compliance assessments while promoting continuous improvement and a proactive safety culture throughout the project.
Harus punya keterampilan:
Comprehensive knowledge of Indonesian Occupational Health and Safety regulations, Ministry of Manpower regulations, Oil & Gas safety standards, SMK3, ISO 45001:2018, and international scaffolding standards, including OSHA, BS EN 12811, and relevant client specifications.
Strong understanding of scaffold design principles, scaffold inspection procedures, scaffold tagging systems, load classifications, access systems, fall protection requirements, and safe working practices.
Good English communication skills, both written and spoken, will be an advantage.
Proficient in Microsoft Office applications and HSE reporting systems.
Strong communication, leadership, coordination, analytical, and problem-solving skills.
