Kualifikasi:
  • Bachelor’s degree (S1) or Master’s degree (S2) in: Environmental Engineering, Environmental Science, Law / Environmental Law, Public Policy, Forestry / Natural Resources, Civil Engineering, Or other relevant fields.
  • Minimum 8–12 years of experience in regulatory affairs, permitting, or government relations for major infrastructure or energy projects (hydropower, mining, oil & gas, utilities preferred).
  • Proven knowledge of Indonesian permitting processes, including: Environmental permits (AMDAL, UKL-UPL, RKL-RPL), Forestry permits (IPPKH, PSKL, timber utilization), Water resources permits, Construction and operational licenses, OSS-RBA and government digital licensing platforms.

Tugas & Tanggung Jawab
  • Regulatory & Compliance Management: Develop and execute the regulatory and permitting roadmap for the Mentarang Induk Hydroelectric Project. Ensure all activities comply with Indonesian national, provincial, and district regulations. Monitor changes in laws and regulations that may impact project development.
  • Permitting Strategy & Execution: Lead the preparation, submission, and follow-up of all project permits, including AMDAL / Environmental Permit, RKL-RPL reporting, IPPKH and forestry permits, Water utilization and water resource permits, Construction and operational licenses, Spatial planning and land-use approvals. Develop tracking systems and workflows to ensure timely permit approval. Coordinate with engineering, construction, environmental, ESG, and legal teams to align project permitting needs.
  • Government & Stakeholder Coordination: Build strong working relationships with central, provincial, and local government institutions. Represent the company in meetings, hearings, and consultations related to regulatory processes. Facilitate engagement with local communities when required for permitting processes.
  • Documentation & Reporting: Prepare regulatory compliance reports for management, project owners, and external stakeholders. Maintain accurate documentation for all permits and regulatory communications. Ensure the project meets all reporting obligations under environmental and construction regulations.
  • Risk Management: Identify potential regulatory risks and propose mitigation strategies. Ensure contingency planning for delays or changes in permitting requirements.
  • Team Leadership: Lead and mentor the permitting & compliance team. Provide training on regulatory requirements to internal project teams and contractors. Coordinate cross-functional activities to ensure unified regulatory compliance.
Harus punya keterampilan:
  • Technical Skills: Deep understanding of Indonesian regulatory frameworks (environmental, spatial, forestry, water use, construction). Strong command of permitting workflows for mega-projects (pre-construction, construction, commissioning). Knowledge of AMDALNet, SIMPEL KLHK, SIINas, and OSS-RBA. Ability to interpret legal documents, government regulations, and compliance requirements. Understanding of hydrology, land acquisition regulations, and social-environmental safeguards (IFC Performance Standards preferred). Document control, tracking, and reporting for multi-stage permitting activities.
  • Soft Skills: Strong leadership and stakeholder management. Excellent problem-solving and decision-making. Strong negotiation and diplomacy skills with government agencies. High level of integrity and accountability. Able to work under pressure with tight regulatory timelines.
