Bachelor's Degree (S1) in Occupational Health and Safety (OHS/K3), Environmental Engineering, Mechanical Engineering, Civil Engineering, Chemical Engineering, Petroleum Engineering, Industrial Engineering, Marine Engineering, or another relevant Engineering discipline.
Minimum 12 years of relevant experience in Health, Safety, and Environment management within the Oil & Gas, Offshore, EPC, EPCI, LNG, Petrochemical, Refinery, Pipeline, FPSO, or Heavy Construction industries, including at least 5 years in a managerial or senior leadership position.
Proven experience leading multidisciplinary HSE teams on large-scale field construction, commissioning, offshore installation, brownfield, greenfield, or operational Oil & Gas projects.
Possess a valid General Occupational Safety and Health Expert (AK3 Umum) certification. AK3 Migas certification is highly preferred.
Professional certifications, such as NEBOSH International Diploma or General Certificate, IOSH Managing Safely, ISO 45001:2018 Lead Auditor, ISO 14001:2015 Lead Auditor, Incident Investigation, Process Safety Management (PSM), HAZID, HAZOP, Emergency Response Management, Working at Height, Confined Space Entry, Permit to Work (PTW), Lifting & Rigging, OPITO offshore certification, or equivalent international HSE certifications, will be considered a significant advantage.
Willing to travel and work at project sites across Indonesia, including remote and offshore locations.

Tugas & Tanggung Jawab
Lead and manage all field Health, Safety, and Environment (HSE) activities throughout engineering, procurement, construction, commissioning, start-up, and operational phases to ensure compliance with company standards, client requirements, Indonesian regulations, and international best practices.
Develop, implement, monitor, and continuously improve project HSE strategies, objectives, policies, procedures, Key Performance Indicators (KPIs), and safety initiatives to achieve world-class HSE performance.
Provide leadership, direction, coaching, and technical support to HSE Supervisors, HSE Engineers, HSE Officers, contractors, subcontractors, and project management teams to ensure effective implementation of HSE programs.
Ensure effective implementation of Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Permit to Work (PTW), Management of Change (MOC), SIMOPS coordination, Process Safety Management (PSM), and other critical risk management processes.
Lead field HSE inspections, audits, compliance assessments, management site visits, behavioral safety programs, and contractor performance evaluations to verify compliance and identify opportunities for continuous improvement.
Oversee investigations of incidents, near misses, process safety events, environmental incidents, and high-potential occurrences by ensuring comprehensive Root Cause Analysis (RCA), corrective actions, preventive measures, and organizational learning.
Develop and coordinate emergency preparedness programs, crisis management plans, emergency response drills, and business continuity initiatives for field operations.
Monitor HSE performance through trend analysis, statistical reporting, KPI reviews, leading and lagging indicators, management reporting, and executive presentations.
Establish strong working relationships with Project Management, Engineering, Construction, Operations, Clients, regulatory authorities, contractors, and other stakeholders to ensure successful HSE integration throughout the project lifecycle.
Drive continuous improvement by promoting a proactive safety culture, leadership engagement, workforce competency development, innovation, and compliance excellence across all field operations.
Harus punya keterampilan:
Comprehensive knowledge of Indonesian Occupational Health and Safety regulations, Ministry of Manpower regulations, Oil & Gas safety regulations, SMK3, ISO 45001:2018, ISO 14001:2015, IOGP guidelines, OSHA standards, API standards, and client-specific HSE requirements.
Strong expertise in Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Permit to Work (PTW), SIMOPS, Management of Change (MOC), Process Safety Management (PSM), Behavior-Based Safety (BBS), Incident Investigation, Root Cause Analysis (RCA), Contractor HSE Management, and Emergency Response Planning.
