Kualifikasi:
- HSE Lead (EPF) – 2 Positions.
- Minimum Bachelor's Degree (S1) in Occupational Health and Safety (OHS/K3), Environmental Engineering, Chemical Engineering, Mechanical Engineering, Civil Engineering, Industrial Engineering, Petroleum Engineering, Public Health, or other relevant disciplines.
- Minimum 8 years of professional experience in Health, Safety, and Environment (HSE) within Oil & Gas, Engineering, Procurement, Fabrication (EPF), EPC/EPCI, Construction, Petrochemical, LNG, Refinery, Offshore, Onshore, Shipyard, Heavy Fabrication, or other high-risk industries.
- Proven experience as an HSE Lead, HSE Supervisor, HSE Coordinator, HSE Engineer, HSE Specialist, or equivalent role on large-scale EPF, EPC, fabrication yard, modularization, or Oil & Gas projects.
- Extensive experience supervising fabrication activities, structural steel fabrication, piping fabrication, welding, coating, lifting operations, heavy equipment operations, module assembly, mechanical completion, and pre-commissioning activities will be highly preferred.
- Possess a valid General Occupational Safety and Health Expert (AK3 Umum) Certification issued by the Ministry of Manpower of the Republic of Indonesia. Oil and Gas Occupational Safety (K3 Migas) Certification will be a strong advantage.
- Relevant HSE certifications, including ISO 45001:2018 Internal Auditor or Lead Auditor, ISO 14001:2015 Internal Auditor or Lead Auditor, NEBOSH International General Certificate, IOSH Managing Safely, Incident Investigation, Root Cause Analysis (RCA), Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Permit to Work (PTW), Confined Space Entry, Working at Height, Lifting & Rigging, Scaffold Inspection, Fire Fighting, Emergency Response, and First Aid (P3K), are highly preferred.
- Experience using HSE reporting systems, digital safety management platforms, safety analytics, and incident reporting software.
- Willing to work on a project site in Papua under a project-based assignment.
- Able to work effectively in a multicultural environment and under demanding project schedules.

Tugas & Tanggung Jawab
- Lead and manage the implementation of Health, Safety, Security, and Environmental (HSSE) programs throughout all phases of the Oil & Gas EPF project in compliance with Indonesian regulations, client requirements, international standards, and company policies.
- Develop, implement, and continuously improve project HSE plans, procedures, standards, and safe work practices for engineering, procurement, fabrication, transportation, module assembly, and construction activities.
- Ensure compliance with applicable Occupational Health and Safety regulations, environmental legislation, Ministry of Manpower requirements, Oil & Gas regulations, fabrication safety standards, and contractual HSE obligations.
- Provide leadership, technical guidance, coaching, and mentoring to HSE personnel, supervisors, contractors, subcontractors, and fabrication teams.
- Review and approve HSE documentation, including HSE Plans, Risk Assessments, HIRADC, JSA, Method Statements, Lifting Plans, Emergency Response Plans, and Permit to Work documentation.
- Monitor HSE performance through routine inspections, audits, field observations, safety walks, and compliance assessments across fabrication and project activities.
- Lead investigations of incidents, accidents, near misses, environmental events, and unsafe conditions, identify root causes, and ensure implementation of effective corrective and preventive actions.
- Coordinate emergency preparedness programs, emergency response drills, fire prevention initiatives, rescue exercises, and crisis management activities.
- Manage Contractor Safety Management System (CSMS) implementation and monitor contractor HSE performance throughout project execution.
- Prepare and present HSE performance reports, safety statistics, KPI dashboards, management reviews, and client reports.
- Coordinate with project management, engineering, procurement, fabrication, construction, quality assurance, commissioning teams, client representatives, regulatory authorities, and external stakeholders to ensure successful HSE implementation.
- Promote a proactive safety culture through leadership engagement, behavioral safety programs, coaching, awareness campaigns, continuous monitoring, and continuous improvement initiatives.
