Kualifikasi:

Bachelor's degree in Occupational Health & Safety, Environmental Engineering, or related fields.
Minimum 10 years of experience in an HSE Asst. Manager role, preferably in petrochemicals industry.
Have: Certified incident investigation & root cause analysis, HAZID & risk assessment, Job Safety Analysis (JSA), Environmental Impact Assessment (EIA).
Hands on experience in developing and implementing emergency response plans, particulary in the context of petrochemicals operation.
Domicile Cilegon.

Tugas & Tanggung Jawab

HSE Strategy & Management System: Develop, implement, and maintain the company’s HSE policies, procedures, and management systems. Ensure compliance with ISO 45001, ISO 14001, and applicable chemical safety regulations. Continuously improve HSE performance and risk control measures.
Process Safety & Risk Management: Lead Process Safety Management (PSM) programs, including HAZOP and risk assessments. Ensure safe handling, storage, transportation, and disposal of hazardous chemicals. Identify and mitigate potential process safety risks.
Regulatory Compliance & Reporting: Ensure compliance with local and international HSE regulations. Manage environmental permits, waste management, and emission controls. Prepare and submit HSE reports to management and regulatory authorities.
Incident Management & Emergency Response: Lead investigations of incidents, near misses, and process safety events. Ensure effective implementation of corrective and preventive actions. Develop, test, and maintain emergency response and crisis management plans.
Training & Safety Culture: Develop and implement HSE training programs for employees and contractors. Promote safety leadership and behavioral safety programs. Build and sustain a strong safety culture across all operational levels.
Contractor & Operational Control: Ensure contractors comply with company HSE requirements. Conduct regular inspections and audits of manufacturing operations. Stop unsafe work and enforce HSE standards when necessary.

Harus punya keterampilan:

Knowledge Requirements: Strong knowledge of chemical process safety, hazardous materials management, and industrial hygiene. In-depth understanding of local regulations and international HSE standards. Solid understanding of emergency response, fire safety, and environmental compliance.
Technical HSE Skills: Strong expertise in Process Safety Management (PSM). Ability to conduct risk assessments, HAZOP, HIRA, JSA, and safety studies. Knowledge of chemical hazard control, exposure monitoring, and environmental protection systems. Ability to develop and implement emergency response and crisis management plans.
Leadership & Management: Proven leadership in managing multidisciplinary HSE teams. Strong decision-making skills and authority in enforcing HSE standards. Ability to coach, mentor, and develop HSE personnel.
Compliance & Audit: Ability to lead internal and external HSE audits. Strong understanding of regulatory inspections and compliance requirements. Ability to manage corrective and preventive actions (CAPA).
Communication & Stakeholder Management: Fluent communication skilis in english. Excellent communication and presentation skills. Ability to engage effectively with regulators, auditors, contractors, and senior management. Ability to influence and promote a strong safety culture across the organization.
Analytical & Soft Skills: Strong analytical, problem-solving, and root cause analysis capabilities. High integrity, accountability, and attention to detail. Ability to work under pressure in a fast-paced manufacturing environment.
