Bachelor's Degree (S1) in Occupational Health and Safety (OHS/K3), Environmental Engineering, Mechanical Engineering, Chemical Engineering, Civil Engineering, Industrial Engineering, Petroleum Engineering, Marine Engineering, or another relevant Engineering discipline.
Minimum 10 years of relevant experience in Health, Safety, and Environment management within the Oil & Gas, EPC, EPCI, Offshore, FPSO, LNG, Petrochemical, Refinery, Pipeline, or Heavy Construction industries, including at least 5 years in a supervisory or superintendent-level position.
Proven experience leading HSE teams on large-scale EPC, offshore, brownfield, greenfield, commissioning, shutdown, turnaround, or operational Oil & Gas projects.
Possess a valid General Occupational Safety and Health Expert (AK3 Umum) certification. AK3 Migas certification is highly preferred.
Professional certifications, such as NEBOSH International Diploma or General Certificate, IOSH Managing Safely, ISO 45001:2018 Lead Auditor, ISO 14001:2015 Lead Auditor, Incident Investigation, Process Safety Management (PSM), HAZID, HAZOP, Emergency Response Management, Working at Height, Confined Space Entry, Permit to Work (PTW), Lifting & Rigging, or OPITO-approved offshore certification, will be considered a significant advantage.
Willing to travel and work at project sites, including remote and offshore locations across Indonesia.

Tugas & Tanggung Jawab
Lead, supervise, and coordinate all Health, Safety, and Environment (HSE) activities throughout engineering, procurement, construction, commissioning, start-up, and operational phases to ensure compliance with company policies, client requirements, Indonesian regulations, and international best practices.
Develop, implement, monitor, and continuously improve project HSE management systems, policies, procedures, objectives, Key Performance Indicators (KPIs), and strategic initiatives to achieve world-class HSE performance.
Provide leadership, technical guidance, coaching, and performance management to HSE Supervisors, HSE Engineers, HSE Officers, contractors, subcontractors, and project teams to ensure consistent implementation of HSE requirements.
Ensure the effective implementation of Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Permit to Work (PTW), Management of Change (MOC), SIMOPS coordination, Process Safety Management (PSM), and other critical risk management processes.
Plan and oversee HSE inspections, compliance audits, management site visits, contractor evaluations, safety campaigns, and behavioral safety initiatives to identify risks and drive continuous improvement.
Lead investigations into incidents, near misses, process safety events, environmental incidents, and high-potential occurrences by ensuring comprehensive Root Cause Analysis (RCA), corrective actions, preventive measures, and lessons learned are effectively implemented.
Coordinate emergency preparedness programs, crisis management activities, emergency drills, and business continuity planning to ensure project readiness and operational resilience.
Monitor and analyze HSE performance through leading and lagging indicators, trend analysis, statistical reporting, and management reviews while preparing comprehensive reports for senior management and client representatives.
Establish and maintain effective communication with Project Management, Engineering, Construction, Operations, Clients, regulatory authorities, contractors, and other stakeholders to ensure successful integration of HSE requirements throughout the project lifecycle.
Promote a proactive safety culture by driving leadership engagement, workforce competency development, continuous improvement initiatives, regulatory compliance, and operational excellence across all project activities.
Harus punya keterampilan:
Comprehensive knowledge of Indonesian Occupational Health and Safety regulations, Ministry of Manpower regulations, Oil & Gas safety regulations, SMK3, ISO 45001:2018, ISO 14001:2015, IOGP guidelines, OSHA standards, API standards, and client-specific HSE requirements.
Strong expertise in Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Permit to Work (PTW), SIMOPS, Management of Change (MOC), Process Safety Management (PSM), Behavior-Based Safety (BBS), Contractor Safety Management, Incident Investigation, Root Cause Analysis (RCA), and Emergency Response Planning.
Excellent leadership, coaching, communication, stakeholder management, negotiation, and decision-making skills.
Fluent in English, both written and spoken.
Proficient in Microsoft Office applications, HSE reporting systems, KPI dashboards, and project management software.
