Bachelor's Degree (S1) in Occupational Health and Safety, Environmental Engineering, Mechanical Engineering, Civil Engineering, Chemical Engineering, Industrial Engineering, Marine Engineering, Petroleum Engineering, or another relevant Engineering discipline.
Minimum 10 years of professional experience in Health, Safety, and Environment within the Oil & Gas, Offshore, EPC, EPCI, FPSO, Offshore Construction, Shipyard, Marine, or Petrochemical industries, including at least 5 years in a supervisory or leadership role.
Possess a valid General Occupational Safety and Health Expert (AK3 Umum) certification. Additional certification as AK3 Migas or equivalent HSE certification is highly preferred.
Professional certifications, such as NEBOSH International General Certificate or Diploma, IOSH Managing Safely, ISO 45001:2018 Lead Auditor or Internal Auditor, ISO 14001:2015 Lead Auditor or Internal Auditor, Incident Investigation, HAZID, HAZOP Awareness, Risk Assessment, Emergency Response, Working at Height, Confined Space Entry, Permit to Work (PTW), Lifting & Rigging, Offshore Safety, or OPITO-approved training, will be considered an advantage.

Tugas & Tanggung Jawab
Lead and oversee the implementation of the project's Health, Safety, and Environment (HSE) Management System throughout all engineering, procurement, fabrication, construction, offshore installation, commissioning, and FPSO operational activities.
Ensure full compliance with Indonesian regulations, client specifications, international standards, company HSE policies, and project contractual requirements.
Develop, implement, monitor, and continuously improve project HSE plans, procedures, objectives, Key Performance Indicators (KPIs), and safety initiatives.
Provide leadership and technical guidance to HSE Engineers, HSE Officers, Safety Supervisors, contractors, and subcontractors to ensure consistent implementation of project HSE requirements.
Coordinate Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Permit to Work (PTW), SIMOPS planning, Management of Change (MOC), and other risk management activities.
Lead HSE inspections, audits, management site visits, safety campaigns, behavioral safety programs, and compliance verification activities across project locations.
Lead investigations of incidents, near misses, environmental events, and high-potential occurrences, ensuring timely reporting, root cause analysis, corrective actions, and lessons learned.
Coordinate emergency preparedness activities, emergency response drills, crisis management exercises, and contingency planning for offshore operations.
Monitor HSE performance through statistical analysis, trend evaluation, KPI reporting, and management reviews, providing recommendations for continuous improvement.
Promote a proactive safety culture by providing coaching, mentoring, leadership engagement, and continuous workforce development to achieve the highest standards of operational excellence and incident prevention.
Maintain close coordination with Engineering, Construction, Marine Operations, Commissioning, Quality, Project Management, Client Representatives, Classification Societies, regulatory authorities, and contractors to ensure effective HSE integration across all project phases.
Harus punya keterampilan:
Comprehensive knowledge of Indonesian Occupational Health and Safety regulations, Ministry of Manpower regulations, Oil and Gas HSE regulations, SMK3, ISO 45001:2018, ISO 14001:2015, and international standards, including IOGP, IMO, SOLAS, MARPOL, and client-specific HSE requirements.
Strong understanding of Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Permit to Work (PTW), SIMOPS, Management of Change (MOC), Behavior-Based Safety (BBS), Incident Investigation, Root Cause Analysis (RCA), Emergency Response Planning, and Contractor HSE Management.
Excellent leadership, communication, coordination, coaching, negotiation, and stakeholder management skills.
Fluent in English, both written and spoken, with the ability to communicate effectively in multicultural project environments.
Proficient in Microsoft Office applications and HSE reporting systems.
