Minimum 𝟲–𝟭𝟮 𝘆𝗲𝗮𝗿𝘀 of experience in a similar role (preferably in 𝗢𝗳𝗳𝘀𝗵𝗼𝗿𝗲 𝗦𝘂𝗯𝘀𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗿 𝗧𝗼𝗽𝘀𝗶𝗱𝗲 𝗙𝗮𝗯𝗿𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀).
Willing to be based in Batam.
Certified in: Ahli K3 Umum (Indonesian Ministry of Manpower). HSE Supervisor / HSE Officer Certification (Oil & Gas). Basic Offshore Safety Induction and Emergency Training (BOSIET) – mandatory for offshore works. First Aid, Fire Fighting, and Scaffolding Safety. ISO 45001:2018 / ISO 14001:2015 Internal Auditor – advantageous.

Tugas & Tanggung Jawab

HSE Management and Implementation: Implement and supervise the company’s HSE Management System (HSE-MS) in accordance with ISO 45001, ISO 14001, and OHSAS standards. Ensure full compliance with offshore fabrication safety requirements, including heavy lifting, confined space entry, hot works, and electrical safety. Coordinate and monitor HSE activities during fabrication, assembly, pre-commissioning, and load-out phases. Verify that all workers and subcontractors comply with Permit-to-Work (PTW) procedures, toolbox talks, and work-specific risk assessments. Conduct daily safety inspections and ensure that corrective actions are implemented promptly.
Risk Assessment and Control: Lead the preparation and review of Job Safety Analysis (JSA), Hazard Identification and Risk Assessment (HIRA), and Method Statements. Identify potential hazards in yard and offshore operations, and recommend risk control measures. Ensure proper safety measures are in place for lifting operations, scaffolding works, welding, blasting, painting, and confined space activities. Support HSE Manager in HSE risk register updates and mitigation tracking.
Supervision and Coordination: Supervise and coordinate the work of HSE Officers and HSE Assistants at site. Liaise with client HSE representatives and ensure alignment with project-specific HSE requirements. Coordinate with Construction Supervisors, QA/QC, and Operations teams to ensure that HSE aspects are integrated into daily operations. Ensure contractor and subcontractor compliance with company and client safety standards. Monitor workforce behavior and ensure adherence to Golden Safety Rules and Stop Work Authority procedures.
Incident Management and Emergency Response: Lead incident investigations, determine root causes, and recommend corrective and preventive actions (CAPA). Maintain accurate records of incidents, near-misses, and unsafe acts/conditions. Participate in the development and testing of Emergency Response Plans (ERP), including fire drills, evacuation, and rescue simulations. Ensure all emergency and firefighting equipment is regularly inspected and maintained.
Training and Safety Awareness: Conduct HSE induction for new employees, subcontractors, and visitors. Organize and facilitate toolbox meetings, safety campaigns, and awareness programs (e.g., working at height, confined space, energy isolation). Mentor and coach junior HSE personnel to strengthen their competency and leadership. Support continual improvement programs through behavior-based safety (BBS) and safety observation systems (SOS).
Reporting and Documentation: Prepare and submit daily, weekly, and monthly HSE performance reports to management and client. Maintain documentation of HSE inspections, audits, trainings, and incident investigations. Support internal and external HSE audits and ensure timely closure of findings. Monitor and report Key Performance Indicators (KPIs) such as LTIFR, TRIR, and near-miss frequency.

Harus punya keterampilan:

Technical (Hard Skills): Strong knowledge of offshore fabrication yard safety, including hot work, heavy lifting, rigging, scaffolding, and confined space control. Competent in developing and reviewing HSE Plans, Risk Assessments, Method Statements, and PTW systems. Familiar with construction hazard controls, environmental management, and industrial hygiene. Proficient in incident investigation techniques (e.g., Root Cause Analysis, 5-Why, or TapRooT). Capable of conducting HSE audits, inspections, and training sessions. Proficient in Microsoft Office and HSE reporting tools.
Behavioral (Soft Skills): Strong leadership and supervisory skills with the ability to influence safe behavior at all levels. Proactive and assertive in enforcing safety standards and ensuring compliance. Excellent communication and coordination abilities with multicultural workforce. Analytical and decisive, capable of managing multiple site activities under pressure. Committed to continuous improvement and promoting a zero-incident culture.
