Kualifikasi:
- Permit Controller (EPC & EPF) – 2 Positions.
- Minimum Bachelor's Degree (S1) or Diploma (D3/D4) in Occupational Health and Safety (OHS/K3), Mechanical Engineering, Civil Engineering, Chemical Engineering, Industrial Engineering, Petroleum Engineering, Environmental Engineering, or other related disciplines.
- Minimum 8 years of professional experience in Oil & Gas, EPC/EPCI, EPF, Construction, Petrochemical, LNG, Refinery, Offshore, Onshore, Fabrication Yard, Shipyard, or other high-risk industries.
- Proven experience as a Permit Controller, Permit Coordinator, HSE Officer, HSE Engineer, Safety Officer, Commissioning HSE, or similar role involving Permit to Work (PTW) management on major Oil & Gas EPC or EPF projects.
- Possess a valid General Occupational Safety and Health Expert (AK3 Umum) Certification issued by the Ministry of Manpower of the Republic of Indonesia. Occupational Safety and Health for Oil and Gas (K3 Migas) Certification will be a strong advantage.
- Relevant certifications, including ISO 45001:2018 Internal Auditor or Lead Auditor, ISO 14001:2015 Internal Auditor or Lead Auditor, NEBOSH International General Certificate, IOSH Managing Safely, Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Incident Investigation, Permit to Work (PTW), Confined Space Entry, Working at Height, Lifting & Rigging, Lock Out Tag Out (LOTO), Process Safety Management (PSM), Fire Fighting, and Emergency Response, are highly preferred.
- Experience using Electronic Permit to Work (ePTW) systems, digital HSE management systems, and document management platforms will be an advantage.
- Willing to work on a project site in Papua under a project-based assignment.

Tugas & Tanggung Jawab
- Administer and control the Permit to Work (PTW) system for all project activities to ensure compliance with company procedures, client requirements, Indonesian regulations, and international HSE standards.
- Review, verify, issue, monitor, suspend, renew, and close work permits for high-risk activities, including Hot Work, Cold Work, Confined Space Entry, Excavation, Working at Height, Lifting Operations, Electrical Isolation, Mechanical Isolation, Radiography, Pressure Testing, and SIMOPS activities.
- Ensure all supporting documentation, including Hazard Identification, Risk Assessment and Determining Control (HIRADC), Job Safety Analysis (JSA), Method Statements, Isolation Certificates, Gas Test Certificates, and Lifting Plans, are complete and approved before work begins.
- Monitor simultaneous operations (SIMOPS) and identify potential work conflicts that may impact personnel, equipment, facilities, or operational safety.
- Coordinate daily Permit to Work meetings with Construction, Fabrication, Commissioning, Operations, HSE, and Contractor teams to ensure safe work planning and execution.
- Verify that all permit conditions, control measures, and isolation requirements are effectively implemented before authorizing work activities.
- Coordinate with Area Authorities, Performing Authorities, HSE personnel, Construction Managers, Commissioning Teams, and Client Representatives to ensure safe work execution.
- Maintain accurate Permit to Work records, permit registers, daily permit logs, and compliance documentation throughout the project lifecycle.
- Conduct routine field verification to ensure work activities are performed in accordance with approved permits, risk assessments, and HSE procedures.
- Participate in incident investigations involving permit-related activities and recommend corrective and preventive actions to improve the Permit to Work system.
- Support HSE audits, client inspections, regulatory inspections, and continuous improvement initiatives related to Permit to Work implementation and operational safety.
Harus punya keterampilan:
- Extensive knowledge of Permit to Work systems covering Hot Work, Cold Work, Confined Space Entry, Excavation, Lifting Operations, Electrical Isolation, Mechanical Isolation, Work at Height, Radiography, SIMOPS, and Energy Isolation (LOTO).
- Strong understanding of Indonesian Occupational Health and Safety regulations, Ministry of Manpower regulations, Oil & Gas regulations, Process Safety Management (PSM), Contractor Safety Management System (CSMS), and international HSE standards.
- Good knowledge of commissioning, pre-commissioning, construction, fabrication, mechanical completion, and simultaneous operations (SIMOPS).
- Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- Excellent communication skills in English, both written and spoken.
- Strong commitment to HSE standards, operational discipline, and regulatory compliance.
