Kualifikasi:
- Bachelor’s Degree in Engineering or Occupational Health and Safety.
- 15 years of experience in engineering/facility projects including minimum 8 years of offshore oil and gas facility design and at least 5 years or 2 times offshore EPCI projects with similar scope as HSE Manager.
- Hands-on experience in offshore construction activities, including but not limited to load out, sea fastening, sail-away, offshore installation and commissioning.
- Hold Oil and Gas Safety and Health Management System (K3LL) certification.
- Hold Oil and Gas Safety and Health Expert (K3LL) certification.
- Hold ISO 45001:2018 and ISO 14001:2015 Lead Auditor certification.
- Hold Incident Investigation and Root Cause Analysis certification.

Tugas & Tanggung Jawab
- Lead the overall implementation of the Project HSE Management System throughout engineering, fabrication, construction, load-out, transportation, offshore installation, commissioning, and project close-out activities.
- Develop, implement, monitor, and continuously improve the Project HSE Plan in accordance with company requirements, applicable Indonesian regulations, client requirements, and recognized international standards.
- Ensure all project activities comply with applicable Occupational Health, Safety, and Environmental requirements.
- Identify project-specific hazards and ensure appropriate risk assessments and control measures are implemented before and during execution.
- Establish and monitor HSE objectives, targets, KPIs, programs, and performance indicators for the project.
- Lead HSE inspections, audits, site observations, management walkthroughs, and safety performance reviews.
- Ensure effective implementation of CSMS and monitor HSE performance of contractors, subcontractors, vendors, and other project partners.
- Lead investigations of accidents, incidents, near misses, unsafe acts, and unsafe conditions, including root cause analysis and implementation of corrective and preventive actions.
- Ensure effective emergency preparedness and response arrangements are established, tested, and maintained throughout the project.
- Monitor high-risk activities, including lifting operations, working at height, hot work, confined space entry, electrical work, heavy equipment operations, marine operations, load-out, sea fastening, sail-away, and offshore installation.
- Ensure appropriate HSE controls are established for SIMOPS and other complex offshore construction activities.
- Lead HSE induction, toolbox meetings, safety campaigns, behavioral safety programs, and competency development initiatives.
- Develop and maintain a proactive safety culture and continuously assess safety culture maturity across the project organization.
- Coordinate with Project Management, Construction, Engineering, Marine, Quality, Procurement, and other functions to ensure HSE requirements are integrated into project execution.
- Liaise with clients, regulatory authorities, third-party auditors, contractors, and other stakeholders regarding HSE matters.
- Prepare and present regular HSE performance reports, statistics, trends, audit findings, incident investigations, and improvement plans to project and senior management.
- Ensure all HSE documentation, records, permits, reports, and regulatory requirements are properly maintained and readily available for audits and inspections.
Harus punya keterampilan:
- Possess excellent communication and training skills.
- Excellent safety skills in English (verbal and written).
- In-depth understanding of Occupational, Health and Safety regulations and standards.
- Knowledge of risk management, CSMS, incident investigation, emergency response preferably certified.
- Ability in audit skills and competencies.
- Understanding in planning, implementing and monitoring of Occupational, Health and Safety.
- Ability to build a proactive safety culture (safety culture maturity model).
