Bachelor’s Degree in Occupational Health and Safety, Environmental Engineering, Chemical Engineering, Industrial Engineering, or a related field.
Minimum 15 years of progressive experience in Health, Safety, Environment, and Fire (HSEF), preferably with substantial experience in manufacturing operations.
Proven experience in the Petrochemical, Polymer, Chemical Manufacturing, Oil & Gas, or other high-risk industrial sectors.
Experience in developing, implementing, monitoring, and evaluating HSEF management systems and annual HSE programs.
Experienced in managing HSE teams and coordinating effectively with production, engineering, maintenance, quality, HR, contractors, and senior management.
Professional Certifications and Training:
Valid Ahli K3 Umum (AK3 Umum) certification.
ISO 45001:2018 Occupational Health and Safety Management System training or Lead Auditor certification.
ISO 14001:2015 Environmental Management System training or Lead Auditor certification.
Incident Investigation and Root Cause Analysis training.
Fire Safety and Emergency Response training.
HIRADC/JSA and Risk Management training.
Emergency Preparedness and Response training.
Permit to Work and Contractor Safety Management System (CSMS) training.
Process Safety Management (PSM) training is highly advantageous for candidates with petrochemical, polymer, chemical, or oil and gas experience.
IMPORTANT: For HSEF, candidates MUST have experience in PETROCHEMICAL, POLYMER, CHEMICAL MANUFACTURING or OIL & GAS.

Tugas & Tanggung Jawab
Lead the development, implementation, and continuous improvement of the company’s HSEF management system.
Ensure compliance with applicable Indonesian HSE, environmental, fire safety, and occupational health regulations.
Ensure effective implementation of HIRADC, JSA, Permit to Work, Lockout/Tagout, contractor safety, and other critical safety controls.
Lead investigations of accidents, incidents, near misses, occupational illnesses, environmental incidents, and other HSE events.
Ensure root causes are identified and corrective and preventive actions are implemented and effectively closed.
Lead emergency preparedness and response programs, including fire emergency drills and other relevant emergency simulations.
Monitor environmental management programs and ensure compliance with applicable environmental requirements.
Develop and conduct HSE awareness programs, safety campaigns, toolbox meetings, training, and management engagement activities.
Supervise and develop the HSEF team, ensuring appropriate competency, performance, and accountability.
Coordinate HSE matters with government authorities, auditors, clients, contractors, and other external stakeholders when required.
Prepare periodic HSEF reports, dashboards, safety statistics, management reports, and recommendations for senior management.
Drive the development of a proactive safety culture and continuous improvement throughout the organization.

Ability to develop and implement HSEF policies, procedures, SOPs, work instructions, and annual HSE programs.
Ability to conduct hazard identification, risk assessment, and risk control using HIRADC, JSA, and other recognized methodologies.
Ability to conduct HSE inspections, compliance audits, internal audits, and management reviews.
Ability to lead accident, incident, near-miss, and occupational safety investigations and perform root cause analysis.
Ability to develop emergency response plans, conduct emergency drills, and evaluate emergency preparedness.
Ability to monitor environmental aspects, including waste management, hazardous waste, emissions, wastewater, and other applicable environmental controls.
Ability to manage fire prevention and protection programs, including fire risk assessment, emergency response preparedness, and fire protection equipment inspection.
Ability to manage contractor and third-party HSE compliance.
Proficient in Microsoft Office, particularly Microsoft Excel, Word, and PowerPoint, for HSE reporting, analysis, and presentations.
