Kualifikasi:

Bachelor’s degree in Occupational Health & Safety, Environmental Engineering, Civil Engineering, or related field.
Professional certifications in HSE such as NEBOSH IGC, IOSH Managing Safely, or equivalent.
Certified in ISO 45001 (OH&S), ISO 14001 (Environmental), and ISO 9001 (Quality) systems is an advantage.
Minimum 5 years experience in HSE roles within construction, civil engineering, infrastructure, or marine construction projects.

Tugas & Tanggung Jawab

HSE Compliance & Monitoring: Ensure all construction activities comply with company HSES policies, local regulations, and international standards. Conduct routine site inspections, audits, and compliance checks across building, infrastructure, and marine construction sites. Monitor contractor performance and ensure adherence to safe work practices.
Risk Assessment & Hazard Control Lead and participate in risk assessments, JSA, HAZID, and toolbox meetings. Identify potential hazards in activities such as Excavation and earthworks, Scaffolding and formwork, Lifting operations, Marine works and coastal structure construction, Industrial facility construction. Recommend corrective and preventive measures.
Incident Management: Conduct thorough incident and near-miss investigations, and prepare corrective/preventive action plans. Ensure timely reporting, documentation, and follow-up on all HSE incidents. Monitor implementation of remedial actions to prevent reoccurrence.
Training & HSE Awareness: Deliver HSES induction, toolbox talks, and site-specific training. Support the development of a positive safety culture through education, awareness campaigns, and mentoring. Evaluate competency and safety performance of workers and subcontractors.
Environmental Management: Monitor site environmental impacts (waste, spill, water discharge, dust, noise). Ensure compliance with environmental management plans and local environmental regulations. Implement mitigation measures for marine and land-based construction activities.
Documentation & Reporting: Maintain accurate HSE documentation including Inspection reports, Risk assessments, Incident records, Emergency response drills, Environmental monitoring reports. Provide daily, weekly, and monthly HSES performance reports to project management.
Emergency Preparedness: Assist in emergency planning and conducting drills (fire, evacuation, marine emergencies). Ensure emergency equipment is available, maintained, and functional. Support crisis management and response teams.
Coordination & Communication: Act as an HSES liaison between project teams, subcontractors, and client representatives. Support management in developing and implementing HSES improvement initiatives. Facilitate communication of safety expectations and non-compliance issues.

Harus punya keterampilan:

Technical Competencies: Solid understanding of Construction risk management (work at height, lifting operations, earthworks, formwork, rebar, excavation), Heavy equipment safety, Environmental impact control and monitoring, Marine construction hazards (jetty, port, coastal works). Skilled in Incident investigation & root cause analysis, HSE inspections, audits, and compliance monitoring, Job Safety Analysis (JSA), HAZID, HAZOP, and Risk Assessment, Emergency response preparedness, HSES performance reporting and KPI tracking. Familiar with local regulations, international HSE standards, and contractor management processes.
Soft Skills: Strong communication and interpersonal skills. Ability to influence site teams and contractors on HSE compliance. Leadership and mentoring skills to guide site personnel. Detail-oriented, analytical, and proactive. Capable of working under pressure and in fast-paced construction environments. Good problem-solving and decision-making ability.
