Kualifikasi:
- Minimum Bachelor’s Degree (S1) in Occupational Health and Safety (K3), Engineering, Education, Human Resources, Environmental Science, or a related field from an accredited institution.
- Proven professional experience in coordinating, designing, and delivering technical HSSE training and competency development programs.
- Demonstrated preference for candidates with direct project experience in construction, EPC, oil & gas, mining, energy, or large-scale industrial operations.
- Certifications: Must hold a valid General Occupational Safety Expert (Ahli K3 Umum / AK3U) certification issued by Kemnaker RI or BNSP (or equivalent international OHS credential). Holding a Training of Trainer (TOT) certification and BNSP Work Competency Assessor (Asesor Kompetensi BNSP) credentials is highly preferred. Certified in Incident Investigation (RCA / Tripod Beta), Risk Assessment (HIRADC / Bowtie), First Aid (P3K), or Fire Safety is a strong advantage.

Tugas & Tanggung Jawab
- Plan, coordinate, and execute end-to-end HSSE training programs, safety inductions, emergency response drills, and specialized technical competency workshops across all project sites in Papua.
- Conduct systematic Training Needs Analyses (TNA) across diverse operational workforces to identify competency gaps, regulatory compliance requirements, and high-risk operational training needs.
- Develop, refine, and update standardized HSSE training materials, presentation modules, practical evaluation guidelines, and Job Safety Analysis (JSA) instructional manuals tailored to multi-sector project environments.
- Facilitate advanced training workshops on systematic Incident Investigation, Root Cause Analysis (RCA), Hazard Identification Risk Assessment and Determining Control (HIRADC), Permit to Work (PTW) protocols, and emergency response management.
- Oversee the maintenance of employee HSSE training records, competency matrixes, certification renewals, and regulatory compliance databases using enterprise management systems.
- Coordinate with external accredited training institutions, government bodies (Kemnaker, ESDM, BNSP), and third-party safety assessors to manage certified competency training and official examinations.
- Evaluate training program effectiveness through post-training assessments, field safety behavioral observations, and site safety audit feedback, executing continuous improvement actions.
- Compile, analyze, and present monthly HSSE training statistics, competency compliance metrics, and training ROI summaries to Project Managers and Corporate HSSE Leadership.

- Hard Skills: HSSE training needs analysis (TNA), safety curriculum design, BNSP competency matrix management, instructional delivery, incident investigation training (RCA), risk assessment instruction (HIRADC/JSA), regulatory compliance auditing, and training statistics reporting.
