Bachelor's Degree in Health, Safety & Environment (HSE), Engineering, Science, or a related technical discipline.
Minimum 10 years of overall professional working experience in the construction of onshore oil and gas facilities, with distinct preference for candidates with proven EPC/ID project experience.
At least 5 years of experience working directly within an Asset or Field environment of similar background to onshore oil and gas facilities.
Certifications:
Mandatory recognized HSE Management Qualification, such as NEBOSH International General Certificate (IGC) or NEBOSH Diploma.
Valid Ahli K3 Umum (AK3U) or Ahli K3 Migas certification issued by Kemnaker RI / ESDM.
Professional certifications in HSE, such as ISO 45001 / ISO 14001 Lead Auditor, CFA, or accredited Assessor credentials, are strong added advantages.

Tugas & Tanggung Jawab
Lead and govern the overarching Safety, Health, and Environment (SHE) management system across all onshore oil and gas engineering, procurement, and construction (EPC/ID) execution phases.
Formulate, implement, and continually evaluate project safety procedures, environmental compliance strategies, and emergency preparedness frameworks in full alignment with national regulations and client specifications.
Direct hazard identification, risk assessment, and risk control activities (HIRADC/JSA) for high-risk onshore construction activities, including heavy lifting, hot work, pressure testing, and confined space entries.
Oversee daily site safety inspections, review high-risk Permit to Work (PTW) protocols, and ensure strict adherence to life-saving rules among all workforce personnel and subcontractors.
Lead accident, incident, and near-miss investigations using Root Cause Analysis (RCA) methodologies, ensuring the timely tracking and closing of Corrective and Preventive Action (CAPA) plans.
Coordinate external regulatory audits, maintain statutory compliance matrices (including HYEP 2021 compliance and local auditor standards), and manage relationships with government authorities, clients, and project partners.
Prepare weekly, monthly, and quarterly executive SHE performance reports, analyzing safety trends and presenting safety statistics directly to project leadership and client management.
